Well Bigyin if your house was built before 1984 then you should have no trouble getting a Cedula, you don't need a building license.   :) It's only the houses that were built after 1984 that have the problem, so I am led to believe.
We are not affected by the Cedula situation (we have one) but we are very much affected by the new road that is proposed, it could wipe our  house out, or be very close. But such is life, we will have to wait to see if this happens. So we to have problems , but we get on with it, what is the point of blaming everyone it won't change the situation will it!!!  8-)
