Forcing trucks onto the motorway network will increase the operating costs for the hauliers.  Everything we buy has part of it's journey by truck.  Operators merely pass on increased operating costs to the end user.  Your cornflakes go up in price so you can pay the road tolls for the hauliers. It's not rocket science and there is a reason why some hauliers avoid toll roads. The success, or lack of it, can be seen by the gridlock on Englands M6 and the free running M6 Toll Road. Prices set too high for H,G.V's. :)
