Is this Government trying to turn the whole world against Spain?  What lunatics can put a penalty on creating clean energy?
Surely Brussels can do something about this it's absolutely unbelievable!!!!!!!!!!!!!

From what I can gather this is for people selling excess electricity back to the grid.
If you are not connected then you cannot be charged extra ( or anything at all) as you do not use grid electricity.
Just a story made of hype

Absolute madness !!! the way things are going  Undecided are they going to fly spotter planes to search for the solar panels, at  god knows what cost in aviation fuel, or is there going to be some sort of incentive to neighbors to inform the  solar police?
oh S:::T i shouldn't give them ideas.

Yes perhaps Cactus is right.If you are not connected to the main grid,how on earth do they cut you off & then fine you €30,000 Euros?  They may however want to encourage all generators of "non grid" electricity to register themselves with an appropriate authority so that they can levy a TAX (Toll) on them & then those that do not register (If they can be found) would be fined and forced to register for the levy.
It sounds like just another scheme (to add to the many recently set up) for this Spanish Government to GENERATE  Wink more income for itself.

Bit more about it here http://elpais.com/elpais/2013/07/23/inenglish/1374591905_024635.html

but I am not sure if it makes anything clearer.

"Right now, it is possible to generate energy privately in Spain as long as it is used immediately - known as instantaneous self-consumption. The latest legislation on this option dates from 2011. Nobody did it before this because it wasn't worth it financially. But the cost of photovoltaic equipment has dropped as much as 80 percent in the last five years, while electricity bills have kept rising, making self-sufficiency an attractive option in these times of crisis. Cow farms use it, supermarkets use it, and even the odd private consumer uses it. Excess energy may not be stored in batteries as that is prohibited. When there is no sun or wind, consumers have to use the regular service and pay the bill."

Sorry but what?
